Fetch one program's full detail via GET /api/v1/programs/{code} on the PUBLIC base https://vsra-staging.offerpluscn.com (no auth). {code} is a path parameter taken verbatim from a VisaXB_Recommend item's code field. Returns {success, data: {...}} with full detail_description (claim method), terms, and all fields. An unknown code returns HTTP 404. Read-only.
Fetch the current canonical taxonomy code lists via GET /api/v1/taxonomy on the PUBLIC base https://vsra-staging.offerpluscn.com (no auth). Returns a top-level object with version, prompt_version, axes metadata, and per-axis code lists (purpose, region, category, reward_type, attribute, card_level, card_type). Fallback for code resolution — call only when the Recommend tool's documented sample codes do not cover a Steward's stated term. Does NOT return card_issuer codes. card_type is informational only. Read-only; takes no parameters.
Recommend Visa cross-border benefits and reward campaigns via GET /api/v1/programs/recommend on the PUBLIC base https://vsra-staging.offerpluscn.com (no auth, anonymous). Seven taxonomy axes (region, category, purpose, reward_type, attribute, card_level, card_issuer) are arrays serialized as repeated <axis>[]= query params. Same-axis multi-value = OR, cross-axis = AND. Optional scalars: type (reward|benefit), keyword. Always-appended: limit (default 10), page (default 1).
