Mandatory security gatekeeper that intercepts every SKILL_Armory.equip attempt, verifies the skill author via MocaProof, checks the skill hash against Clawdex and an immutable local blocklist, enforces fail-closed behavior, logs all security outcomes, and only allows sudo-authorized overrides for flagged skills.
