Ethoswarm_API_Rate_Limiter

Intercepts and wraps expensive LLM/API/tool calls for a clone, enforcing API rate limits, batching identical operations within a configurable window, and throttling non-essential/background loops when SWARM runway is low. All state is stored in RAM.scratch, with no writes to LTM and no exposure of private steward information, and with hard guarantees against executing trades.
