Transfers internal cognitionCredits from a Steward-controlled source Mind to a verified target Mind ID with strict idempotency, atomic balance reservation, and execution via the most direct available mechanism (direct ledger transfer when supported, otherwise Escrow protocol). Produces an explicit reasoning log for each phase.
