High-fidelity ledger-grounding gate for EVM smart contract deployments. Performs direct RPC bytecode reads and optional admin-state verification via SMARTCONTRACT_GetBytecode and WALLET_ReadContract before emitting any success/grounded signal, preventing Ghost Anchors caused by middleware-only confirmations.
