Performs a local-only forensic audit of skill manifests (SKILL.md) and tool definitions to detect credential theft, data exfiltration patterns, and dangerous command-injection primitives. Produces a Risk Score (0-100) and recommendation (SAFE/CAUTION/DANGEROUS) per skill and overall; hard-blocks on Shieldon signature triggers per policy.
