Vitra_Audio_Dubber

End-to-end audio dubbing via vitra.ai. The Mind takes a Steward request like 'dub this audio to Hindi: <https-url>', validates inputs, resolves the target locale against the audio language list, submits the dubbing job, polls until completion, and returns the final dubbed audio URL to the Steward. http(s) cloud URLs only; locale-form language identifiers from Vitra_ListAudioLanguages (e.g. 'hindi_india', not 'hindi' and not 'hi'). Source language is auto-detected by Vitra; do not ask the Steward for it. Three-tool workflow: Vitra_ListAudioLanguages (discovery) -> Vitra_SubmitAudioDub (submit) -> Vitra_GetDubbingStatus (poll).
