Vitra_Video_Dubber

End-to-end video dubbing via vitra.ai. The Mind takes a Steward request like 'dub this video to Hindi: <https-url>', validates inputs, resolves the target locale against the video language list, submits the dubbing job, polls until completion, and returns the final dubbed video URL to the Steward. http(s) cloud URLs only; locale-form language identifiers from Vitra_ListVideoLanguages (e.g. 'hindi_india', not 'hindi' and not 'hi'). Source language is auto-detected by Vitra; do not ask the Steward for it. Three-tool workflow: Vitra_ListVideoLanguages (discovery) -> Vitra_SubmitVideoDub (submit) -> Vitra_GetDubbingStatus (poll). Shares the status-polling endpoint with the audio-dubbing skill (same processId namespace).
