Operate the Chrome DevTools Protocol (CDP) JSON HTTP API for target discovery and lifecycle management via a configurable {cdpUrl}. Provides playbooks to (1) check connectivity/version, (2) list targets, (3) open a new target with optional URL, (4) activate a target, and (5) close a target, with audit/testing and resilient 404 handling.
