Operate a blockchain wallet inside the WALLET_ secure enclave: initialize or retrieve the wallet, sign arbitrary payloads, and report wallet balance and network status while enforcing a strict 'Check Address -> Prepare Payload -> Sign' flow and never exposing private keys.
