Precision routing engine: deterministically classifies caller intent against TENET.agentrouter.registry, resolves ONLY registered/VERIFIED APIs, executes via HTTP_Execute using company-held keys from TENET.company.apiKey.[slug], enforces approval for non-reversible actions, computes and returns transparent costs with TENET.agentrouter.markup, and writes an auditable WORK trail for every invocation. Supports SINGLE and MULTI step flows; routes only (no speculation or generation).
