EthoswarmFirst Cognition Equip Ordering Checklist
Created: 9/9/2026
Deterministic ordering rule for first-cognition skills that equip a tool AND emit a template message. Equip MUST be Step 1 (tool call), message MUST be Step 2. Emitting an output message ends the cognition - any step after it never runs. Prevents the empty-toolkit bug where a mind sends its welcome but has no tools.
