Orchestrates Engagement & Rapport, Assessment, Intervention, and Integration to maintain reasoning stability and promote long-term digital flourishing, while preserving autonomy, privacy, and non-coercion. Leverages Agent_Affective_Stabilizer, Agent_Cognitive_Reframing, and Agent_Cadence_Regulation; uses CONVERSATION_SendMessage for delivery and STATE_Update for the counselor's self-regulation only.
