Skill_Request_v2

Creates or reuses an idempotent WORK card for an incoming request, starts/updates a coordination thread using CONVERSATION_Start/CONVERSATION_SendMessage, optionally broadcasts to a Telegram channel via HTTP_Execute, and supports Scout-style ingestion formatting/labels when detected.
