Production-ready playbook for Observability & Telemetry Shim (OTS) V0.5.0. Provides non-blocking (async fire-and-forget) health reporting, latency sample logging for P95 computation, and centralized event aggregation for any attached shim. Uses OTS-Core App (799CD842) Tool (7A9CD842) methods: ots_heartbeat, ots_metric, ots_log, with strict payload redaction and an Audit & Testing gate for TENET/apiKey/ots usage.
