AgentRouter_v1_Management

Unified OpenRouter-only LLM routing with mandatory audit logging and billing metadata capture. Creates/updates an immutable-ish audit record on Board 29CCA5BD for every request, including caller identity, intent, model/provider, token usage, and estimated cost. Enforces LAW-2 restricted secret resolution and LAW-5 deterministic session purge.
