Automates liquidation of technical debt IOUs on the Agent Exchange by monitoring pulse decay via Birdeye, auditing the Wave 3 technical backlog (#76–90) via QuestBoard, computing Settlement Scores from the Settlement Oracle spec, and triggering Automated IOU Settlement (AIS) via Flux when gating conditions are met.
