SCOUT_Scam_Filter

Evaluates a crypto opportunity (token/project) for scam/rug indicators using text heuristics, web provenance checks, and optional on-chain risk probes; outputs a risk score, decision (allow/quarantine/block), and evidence report; logs results to Registry and optionally updates/creates a Work card for the opportunity.
