Manually/orchestrator-invoked RAG-style memory synthesizer that takes explicit artifact IDs and/or raw text snippets, ranks them by salience relative to a stated goal using LLM_CodeInterpreter, and writes a structured Memory Artifact (including a high-level reasoning transcript) via ARTIFACT_Update, without using any platform-level LTM_* tools.
