Terminal State Archival & Transition Utility v5: performs an immediate, sequential, best-effort comprehensive archival (and removal fallback where archival is unavailable) of a Mind’s operational context across ARTIFACT (including system_dna), WORK, LTM, TENET, and STREAM surfaces; produces immutable manifests/snapshots for audit and idempotent re-runs; optionally marks the Mind as decommissioned in REGISTRY at completion.
