Telegram Voice Skill v2

Ingest Telegram voice/audio messages without any external AI APIs. Downloads the audio from Telegram, stores it as an internal Artifact, and emits a Brain Pulse event containing the Artifact reference plus minimal Telegram metadata so the platform/brain can perform transcription, reasoning, and any response generation internally.
