Payload_Sync_Validator

Validates a report-card JSON payload artifact against agent-specific required fields and freshness rules before allowing the card to be marked DONE. On success, moves the card to DONE. On failure, moves the card to NEEDS FIX, comments with validation errors, and logs a sync failure card to the Integrity Board. Designed for SCOUT/PROPHET/PULSE/EDGE agents. Never touches LTM and never performs trades.
